Narrative:
This event was a failure to follow proper logbook procedures by so. On taxi for takeoff the chief cabin attendant notified me that our extra flight attendant would be unable to occupy the forward jump seat because 1/2 of 1 of the seat belt pairs was missing. The male portion was apparently not installed when this aircraft recently had a new interior installed. This was apparently the first flight that an extra (4TH) flight attendant was assigned. Takeoff was delayed while we contacted our dispatcher and maintenance center. In accordance with our MEL we received authority/authorized to defer this item using a flight crew maintenance carryover placard. My so completed the proper placard for the logbook. However I discovered several days later he never entered a write-up and maintenance control number in the logbook. Our company has been hiring very heavily. I find new so's are very proficient in silencing the gear horn, checking the wing illumination lights or getting SELCAL checks. There seems little training in MEL usage, logbook maintenance and general operational procedures. I find myself less willing to delegate duties. I am becoming more like the old capts who did everything themselves. CRM may have limits.

Title: THE SO OF A B727 FAILED TO WRITE ENTRY IN THE ACFT LOGBOOK FOR A CABIN ATTENDANT JUMP SEAT SAFETY BELT DEFERRAL WHICH HAD BEEN PLACARDED OTS DURING PREFLT. THE CAPT NOTICED THE OMISSION SOME DAYS LATER WHEN CHKING THE SAME ACFT'S LOGBOOK. HE BELIEVES THAT THERE IS INSUFFICIENT EMPHASIS PLACED ON HANDLING THE MEL AND EQUIP DISCREPANCY PROBS.
