Narrative:

Rr is a new instrument pilot who was not totally comfortable with flight in clouds. We (student and myself) were on an IFR flight plan from 5g8 to lbe to practice ILS approachs. Center handed us off to tower. We radioed tower and they gave us a traffic warning of an arrow departing our direction. We were on ILS runway 28 traffic was departing runway 10. We were instructed to turn on our landing light (which upon landing we found, did not work) so traffic could avoid us. We were not given, nor did we hear 'report final approach fix.' so we continued and I reported the OM as a courtesy call to give our position. We were told to get off the ILS for a commuter airplane was awaiting our arrival. Upon reaching the ramp we were instructed to call the tower. We were informed by xx in the tower that we missed a mandatory reporting point and we held up the commuter and fare paying customers were inconvenienced. I apologized for this situation.

Title: A PA28 MAKES AN INST APCH INTO LBE FOR RWY 28 WHILE A DEPARTING COMMUTER AT THE OTHER END OF RWY IS WAITING FOR TKOF CLRNC. THE PA28 FAILS TO CALL LEAVING THE APCH FIX AND THE TWR CHASTISES THE PA28 FOR DELAYING THE TKOF OF THE COMMUTER.

WE WERE INSTRUCTED TO TURN ON OUR LNDG LIGHT (WHICH UPON LNDG WE FOUND, DID NOT WORK) SO TFC COULD AVOID US. WE WERE NOT GIVEN, NOR DID WE HEAR 'RPT FINAL APCH FIX.' SO WE CONTINUED AND I RPTED THE OM AS A COURTESY CALL TO GIVE OUR POS. WE WERE TOLD TO GET OFF THE ILS FOR A COMMUTER AIRPLANE WAS AWAITING OUR ARR. UPON REACHING THE RAMP WE WERE INSTRUCTED TO CALL THE TWR. WE WERE INFORMED BY XX IN THE TWR THAT WE MISSED A MANDATORY RPTING POINT AND WE HELD UP THE COMMUTER AND FARE PAYING CUSTOMERS WERE INCONVENIENCED. I APOLOGIZED FOR THIS SIT.
