Narrative:
Was descending over the ocean to a planned altitude of 50 ft over the water. Being concerned that I was closer to a golf course that abutted the coast than I wanted to be for VFR distance separation, my attention was distraction and I overflew a small boat at 200 ft. I had not noticed the boat before I saw it underneath. I should have scouted the area from a higher altitude more effectively, before starting a descent.

Title: AN SMA PLT INADVERTENTLY FLIES OVER A BOAT AT 200 FT WHILE DSNDING TO 50 FT OVER THE WATER NEAR HAF, CA.
Narrative: WAS DSNDING OVER THE OCEAN TO A PLANNED ALT OF 50 FT OVER THE WATER. BEING CONCERNED THAT I WAS CLOSER TO A GOLF COURSE THAT ABUTTED THE COAST THAN I WANTED TO BE FOR VFR DISTANCE SEPARATION, MY ATTN WAS DISTR AND I OVERFLEW A SMALL BOAT AT 200 FT. I HAD NOT NOTICED THE BOAT BEFORE I SAW IT UNDERNEATH. I SHOULD HAVE SCOUTED THE AREA FROM A HIGHER ALT MORE EFFECTIVELY, BEFORE STARTING A DSCNT.
