Narrative:

This was a routine arrival into home base of jln. Both captain and myself understood ATC to clear us to descend and maintain 3000 ft -- had been on top of broken layer, descended through it. At about 3200 ft MSL, ATC asked us to say our altitude and then said we had been cleared to 4000 ft. We advised we had understood 3000 ft (captain had set 3000 ft on altitude alerter). He then cleared us for the visual approach. Nothing more was said. Captain and I could not figure the discrepancy.
