Narrative:
During a practice ILS approach, an air carrier F28 called in to local bozeman unicom that he was 11 mi west and asked for airport advisory. We were 10.7 mi northwest, intercepting the glideslope on the localizer. My check airman observed the F28 above and slightly to the right of us and not in the landing confign. He said he flew by us quickly. We were flying at 120 KIAS. The F28 pilot said he didn't see us because we didn't have our transponder on so his TCASII would register our position, and we did forget to turn the transponder on prior to takeoff. Probably because we were in a hurry and the usual anxiety associated with check rides. I believe this incident could have been prevented by monitoring and communications with ZLC by both aircraft, turning on the transponder so it registered on TCASII, and more visual observation by F28 pilots and less reliance on TCASII for positive separation.

Title: NMAC BTWN A LIGHT ACFT AND AN AIRLINE F28 10 MI NW OF BZN, MT. THE GA ACFT WAS INTERCEPTING THE LOC AND THE F28 HAD JUST CALLED IN TO THE UNICOM AT BZN. THE INSTRUCTOR PLT NOTED THE F28 WHEN HE PASSED BY AT 300 FT. XPONDER NOT ON IN THE GA ACFT.

THE F28 PLT SAID HE DIDN'T SEE US BECAUSE WE DIDN'T HAVE OUR XPONDER ON SO HIS TCASII WOULD REGISTER OUR POS, AND WE DID FORGET TO TURN THE XPONDER ON PRIOR TO TKOF. PROBABLY BECAUSE WE WERE IN A HURRY AND THE USUAL ANXIETY ASSOCIATED WITH CHK RIDES.
