Narrative:
Offshore 4 departure out of sfo. We had been restr to 3000 ft by departure. At designated sfo 4 mi turn point, we began turning and then were assigned 250 degree heading with 5000 ft altitude restr. At 2500 ft MSL we received an RA with 'monitor vertical speed' announcement and a visual symbol of target aircraft at 2200 ft MSL. Captain pulled back on yoke and RA was silenced. Bay departure (135.1) provided a phone number. Bay departure's representative stated that the other aircraft was 2 1/2 mi and 500 ft of separation. Our TCASII alert showed a much closer distance and only 300 ft of separation.

Title: AN ACFT DEPARTS SFO ON THE OFFSHORE 4 SID AND ENCOUNTERED A TCASII RA W OF SFO ARPT. FLC RPTED AN NMAC.
Narrative: OFFSHORE 4 DEP OUT OF SFO. WE HAD BEEN RESTR TO 3000 FT BY DEP. AT DESIGNATED SFO 4 MI TURN POINT, WE BEGAN TURNING AND THEN WERE ASSIGNED 250 DEG HDG WITH 5000 FT ALT RESTR.
