Narrative:

On apr/sat/03, I was departing owb on an IFR flight plan. At about 200 ft AGL I notified the tower that I would need to come around and land to close my door properly. I had heard another plane get permission to land and I asked specifically if it was ok to start my turn from runway heading to downwind. The turn was authority/authorized. I soon found myself under and just behind a grumman already entering the downwind. We were no more than 100 ft apart. I descended and I think he had already pulled up and out to avoid me. I feel this was a life threatening incident and the fault of the air traffic controller. I suggest additional training for the controller.

Title: PLT OF SMA TOOK OFF FROM OWB WITHOUT PROPERLY SECURING EXTERIOR DOOR. DURING RETURN TO LAND, ENCOUNTERED NMAC WITH ANOTHER PATTERN ACFT.

Narrative: ON APR/SAT/03, I WAS DEPARTING OWB ON AN IFR FLT PLAN. AT ABOUT 200 FT AGL I NOTIFIED THE TWR THAT I WOULD NEED TO COME AROUND AND LAND TO CLOSE MY DOOR PROPERLY. I HAD HEARD ANOTHER PLANE GET PERMISSION TO LAND AND I ASKED SPECIFICALLY IF IT WAS OK TO START MY TURN FROM RWY HEADING TO DOWNWIND. THE TURN WAS AUTH. I SOON FOUND MYSELF UNDER AND JUST BEHIND A GRUMMAN ALREADY ENTERING THE DOWNWIND. WE WERE NO MORE THAN 100 FT APART. I DSNDED AND I THINK HE HAD ALREADY PULLED UP AND OUT TO AVOID ME. I FEEL THIS WAS A LIFE THREATENING INCIDENT AND THE FAULT OF THE AIR TFC CTLR. I SUGGEST ADDITIONAL TRAINING FOR THE CTLR.
