Narrative:
Aircraft #1, a C402, departed vgt tower on a coded departure route at XA45Z to the grand canyon. Hawker sidley, aircraft #2, departed vgt tower at XA48Z on an IFR published instrument departure procedure. Aircraft #1 flew southwest to the bank building approximately 3 1/2 mi southwest of vgt and then turned left, heading to the showboat approximately 100 degree heading. Aircraft 2 departed runway 12 to a right turn, heading 220 degrees. Aircraft #2 spilled out of class D airspace into class B airspace and was nose-to-nose with aircraft #1. These 2 procedures are not procedurally separated and as a level ii VFR airport we are required to separate planes in the class B airspace. Also, per LOA, both planes are shipped to separate frequencys in the same airspace. In a level 2 VFR environment, vgt should not be responsible for visual separation in class B airspace. Also a new departure procedure should keep all IFR departures off of vgt in vgt airspace.

ALSO, PER LOA, BOTH PLANES ARE SHIPPED TO SEPARATE FREQS IN THE SAME AIRSPACE. IN A LEVEL 2 VFR ENVIRONMENT, VGT SHOULD NOT BE RESPONSIBLE FOR VISUAL SEPARATION IN CLASS B AIRSPACE. ALSO A NEW DEP PROC SHOULD KEEP ALL IFR DEPS OFF OF VGT IN VGT AIRSPACE.
