Narrative:
Local controller working single runway operation, runway 11. Extremely busy. Several VFR aircraft in the pattern. Local controller was making herself busy with excessive phraseology and trying to 'fly' everybody's airplane for them. Confusing instructions that several aircraft questioned or misunderstood. Our aircraft was holding short of runway 11 ready for departure, unable to access the local frequency due to excessive chatter. Controller created space in VFR pattern for us to depart, issued 'taxi into position and hold' instructions which were acknowledged by PNF in right seat. PF and PNF observed PA28 on 1/2 - 1 mi final. PNF questioned action of local controller regarding traffic on short final. Controller responded that she was going to 'break him off,' issued a takeoff clearance, and instructed us to 'maintain visual separation with a single cessna turning downwind to the southwest.' PNF acknowledged, looking for the cessna out the right side. Takeoff roll was begun and immediately aborted when PF saw the PA28 overflying us above the runway. Controller admonished us, and curtly stated we had been cleared for takeoff. PNF responded we had aborted to avoid a potential collision with the overflying aircraft. PA28 turned left off centerline. Takeoff continued.

Title: CPR PLT WAITING FOR TKOF AT BED ARPT, WHICH APPARENTLY WAS VERY BUSY AT THE TIME, MAY HAVE BECOME FRUSTRATED BECAUSE OF THE DELAY AND THEN CRITICAL OF THE CTLR. STARTING TKOF ROLL, THE PF OBSERVED A PA28 OVERFLYING THE RWY. THE PLT STARTED TO ABORT BUT THEN CONTINUED TKOF WHEN THE PA28 TURNED L OF RWY CTRLINE.
Narrative: LCL CTLR WORKING SINGLE RWY OP, RWY 11. EXTREMELY BUSY. SEVERAL VFR ACFT IN THE PATTERN.
