Narrative:
IFR training flight (IFR clearance) for multiple approachs in local area (3 airports) with safety pilot onboard. Cleared to depart runway 13L with left turn out to 040 degrees. Wind was 180 degrees at 10-12 KTS. After lift-off start crab to right to avoid left drift. After gear up and established in climb, hood (foggles) donned while safety pilot held yoke. After pattern altitude achieved, began turn to 040 degrees. At that time, an air carrier jet reported traffic above. I looked and saw jet below and left and in front of me approximately several hundred ft of vertical separation and 100 ft lateral separation. For the two aircraft to be in that position, I would have had to crab right excessively, the jet drifted left excessively and jet was launched on parallel runway 13R, too soon after my launch on runway 13L. There was considerable discussion with safety pilot after flight and I did call and discuss with tower controller. At no time was I instructed to expedite turn and except for hearing jet report me as traffic, there was no mention by tower of any situation.

Title: NMAC OCCURS WHEN A DEP SMA ON A TRAINING FLT DELAYS HIS TURN TO THE L AND A R XWIND BLOWS AN ACR JET INTO HIS DEP PATH.
Narrative: IFR TRAINING FLT (IFR CLRNC) FOR MULTIPLE APCHS IN LCL AREA (3 ARPTS) WITH SAFETY PLT ONBOARD. CLRED TO DEPART RWY 13L WITH L TURN OUT TO 040 DEGS. WIND WAS 180 DEGS AT 10-12 KTS. AFTER LIFT-OFF START CRAB TO R TO AVOID L DRIFT. AFTER GEAR UP AND ESTABLISHED IN CLB, HOOD (FOGGLES) DONNED WHILE SAFETY PLT HELD YOKE. AFTER PATTERN ALT ACHIEVED, BEGAN TURN TO 040 DEGS. AT THAT TIME, AN ACR JET RPTED TFC ABOVE. I LOOKED AND SAW JET BELOW AND L AND IN FRONT OF ME APPROX SEVERAL HUNDRED FT OF VERT SEPARATION AND 100 FT LATERAL SEPARATION. FOR THE TWO ACFT TO BE IN THAT POS, I WOULD HAVE HAD TO CRAB R EXCESSIVELY, THE JET DRIFTED L EXCESSIVELY AND JET WAS LAUNCHED ON PARALLEL RWY 13R, TOO SOON AFTER MY LAUNCH ON RWY 13L. THERE WAS CONSIDERABLE DISCUSSION WITH SAFETY PLT AFTER FLT AND I DID CALL AND DISCUSS WITH TWR CTLR. AT NO TIME WAS I INSTRUCTED TO EXPEDITE TURN AND EXCEPT FOR HEARING JET RPT ME AS TFC, THERE WAS NO MENTION BY TWR OF ANY SIT.
