Narrative:
Aircraft #1 vectored for runway 28C approach to pit. Level at 4000 ft on 020 degree heading. Aircraft #2 departed agc airport eastbound at 3000 ft. Aircraft #1 on my frequency, aircraft #2 on departure south frequency. Aircraft #2 started to climb to 3200 ft. I issued traffic, called departure south saying something like 'check aircraft #2 altitude, he should be at 3000 ft.' then issued climb immediate to 5000 ft instructions to aircraft #1 and reissued traffic. Aircraft #2 was indicating 3300 ft or 3400 ft at that point, but climbed to 3500 ft before descending back to 3000 ft.
