Narrative:

We were cleared to takeoff from runway 4L at ord, to fly the runway heading to 5000 ft. We had just been handed off to departure control and attempted to check in, but the controller was busy and did not immediately answer our call. At about 3000 ft we had a TCASII TA/RA and noticed an airbus 340 at our 12 O'clock position on final to the opposite runway, ie, runway 22R. We immediately began a right turn to avoid a collision course and had an RA to increase our rate of climb. At about the same time the departure controller gave us an immediate right turn to 090 degrees. We passed within approximately 300 ft vertical and 300 ft horizontally from the airbus 340. We were then given radar vectors to our departure route. We were told by the controller that they had just had a runway change at ord but that our traffic shouldn't have been where he was.

AT ABOUT 3000 FT WE HAD A TCASII TA/RA AND NOTICED AN AIRBUS 340 AT OUR 12 O'CLOCK POS ON FINAL TO THE OPPOSITE RWY, IE, RWY 22R. WE IMMEDIATELY BEGAN A R TURN TO AVOID A COLLISION COURSE AND HAD AN RA TO INCREASE OUR RATE OF CLB. AT ABOUT THE SAME TIME THE DEP CTLR GAVE US AN IMMEDIATE R TURN TO 090 DEGS. WE PASSED WITHIN APPROX 300 FT VERT AND 300 FT HORIZLY FROM THE AIRBUS 340. WE WERE THEN GIVEN RADAR VECTORS TO OUR DEP RTE. WE WERE TOLD BY THE CTLR THAT THEY HAD JUST HAD A RWY CHANGE AT ORD BUT THAT OUR TFC SHOULDN'T HAVE BEEN WHERE HE WAS.
