Narrative:
We were cruising at FL310 with an oceanic clearance via sepal, where we would need to be at FL340 for our crossing. About the time we crossed the french shoreline we were given a frequency change. The international relief officer, who was the PNF occupying the left seat, missed the call. I read back the frequency then asked the international relief officer if he'd like to check in on the new frequency. He said he would. I do not remember him checking in. He says they told us to report sepal. At lapex we realized we had not yet been given FL340. Brest did not respond on either frequency we had. We were finally able to reach them on a frequency from the en route chart. Brest told us to climb immediately to FL340, which we did, reaching it just 20 seconds after sepal.

Title: AN ACR WDB CREW FAILS TO OBTAIN CLRNC FROM FRANCE CTL FOR AN ALT CHANGE IN ORDER TO MAKE THEIR ALT XING RESTR ON AN EXTENDED OVERWATER OP.
Narrative: WE WERE CRUISING AT FL310 WITH AN OCEANIC CLRNC VIA SEPAL, WHERE WE WOULD NEED TO BE AT FL340 FOR OUR XING. ABOUT THE TIME WE CROSSED THE FRENCH SHORELINE WE WERE GIVEN A FREQ CHANGE. THE INTL RELIEF OFFICER, WHO WAS THE PNF OCCUPYING THE L SEAT, MISSED THE CALL. I READ BACK THE FREQ THEN ASKED THE INTL RELIEF OFFICER IF HE'D LIKE TO CHK IN ON THE NEW FREQ. HE SAID HE WOULD. WE WERE FINALLY ABLE TO REACH THEM ON A FREQ FROM THE ENRTE CHART. BREST TOLD US TO CLB IMMEDIATELY TO FL340, WHICH WE DID, REACHING IT JUST 20 SECONDS AFTER SEPAL.
