Fuelers overfueled aircraft at lax, turned on center pumps to burn down to 1000 pounds fuel, but neglected to note when fuel reached 1000 pounds. Fuel reached 0. No adverse problems. Supplemental information from acn 408839: inadvertently xferred ballast fuel during climb to empty the center tank of fuel.
