Narrative:
The flight was being worked by cvg approach control on frequency 119.70. We were approximately 15 NM southeast of the cvg VOR on a heading vector of 270 degrees. The radio frequency was congested with chatter with aircraft requesting deviation for WX. We heard our call sign and a TA, next thing we heard was the controller give us a traffic alert, traffic 12:30-1 O'clock position turn right, right turn now heading 020 degrees. We turned at once and looked for the traffic. On the TCASII we saw traffic at our 11 O'clock position to our 11:30 O'clock position and 100 ft above in a descent. Suddenly we received a 'traffic, traffic' call followed by a 'monitor vertical speed' and then a 'descend, descend.' we complied and left our altitude of 11000 ft and began a descent. At around 10600 ft we heard 'clear of conflict.' we advised ATC of the RA and began to climb back up to our assigned altitude of 11000 ft. The traffic was never seen. We estimate we passed 100 ft vertical and 1800-2000 ft horizontally.

Title: ACR CL65 PIC TAKES EVASIVE ACTION DUE TO TCASII RA TO AVOID CONFLICTING TFC AT SAME ALT. PIC DOES NOT VISUALLY SEE TFC DUE TO WX.
Narrative: THE FLT WAS BEING WORKED BY CVG APCH CTL ON FREQ 119.70. WE WERE APPROX 15 NM SE OF THE CVG VOR ON A HEADING VECTOR OF 270 DEGS. THE RADIO FREQ WAS CONGESTED WITH CHATTER WITH ACFT REQUESTING DEV FOR WX. WE HEARD OUR CALL SIGN AND A TA, NEXT THING WE HEARD WAS THE CTLR GIVE US A TFC ALERT, TFC 12:30-1 O'CLOCK POS TURN R, R TURN NOW HDG 020 DEGS. WE TURNED AT ONCE AND LOOKED FOR THE TFC. ON THE TCASII WE SAW TFC AT OUR 11 O'CLOCK POS TO OUR 11:30 O'CLOCK POS AND 100 FT ABOVE IN A DSCNT. SUDDENLY WE RECEIVED A 'TFC, TFC' CALL FOLLOWED BY A 'MONITOR VERT SPD' AND THEN A 'DSND, DSND.' WE COMPLIED AND LEFT OUR ALT OF 11000 FT AND BEGAN A DSCNT. AT AROUND 10600 FT WE HEARD 'CLR OF CONFLICT.' WE ADVISED ATC OF THE RA AND BEGAN TO CLB BACK UP TO OUR ASSIGNED ALT OF 11000 FT. THE TFC WAS NEVER SEEN. WE ESTIMATE WE PASSED 100 FT VERT AND 1800-2000 FT HORIZLY.
