Narrative:
A helicopter (interdiction aircraft) was on frequency being given advisories at 3500 ft. I observed 2 other aircraft in my airspace on discrete beacon codes of XXXA and XXXB. I was not in communications with either of these aircraft. These aircraft proceeded to and appeared to intercept aircraft on VFR (1200) codes. At this same time some aircraft (2 or more) began coordinating on my frequency (134.2), interfering and blocking critical xmissions, ie, turn on to final and descent clrncs. I asked helicopter if there were other interdiction aircraft. He said there were 3 good guys and 1 bad guy. I requested that they not use air traffic frequency for coordination. Nothing was pre-coordinated. I believe this to be an unsafe activity.

Title: TRACON APCH CTLR FREQ USURPED BY OTHER GOV, NON COORD INTERDICTION ACTION. SOME CTL CLRNCS DELAYED DUE TO NON COORD ACTIVITY. CTLR ASKS 'SPOTTER' TO USE ANOTHER FREQ.
