Narrative:
Aircraft pushed gate after start 1 engine using ground air. Performed xbleed start after getting 30 psi from #1 engine. After engine started and checklist performed, used normal taxi power to make a left 90 degree turn then right turn onto taxiway J to runway 23. On taxi out were informed that a piece of pavement had blown into air as we made second turn. Had maintenance check aircraft exterior and they found damage to right horizontal stabilizer. Returned to gate. Looking out from terminal it appeared that part of an asphalt patch had been displaced on ramp/taxi area.

Title: FLC OF AN MLG TAXIING OUT TO RWY IS INFORMED THAT A PIECE OF ASPHALT BLEW UP INTO ACFT HORIZ STABILIZER DURING MOVEMENT FROM THE GATE.
