Narrative:
On aug/xa/98 at AA30, the dfw ATIS was information abcd at AB53Z said, 'wind 100 degrees at 11 KTS gusting to 20 KTS, landing runway 31, 35, 36.' LLWAS in effect. Aircraft landing on runways 35/36 expect to hold short of taxiway ej or Z. I do not recall which taxiway. We landed on runway 35R and were not given a hold short clearance. The wind at that time by tower was 090 degrees at 12 KTS. Other aircraft were landing runways 31R and 35C. Several aircraft were given lahso on runway 35C to hold short of taxiway Z. I do not recall what wind the tower was giving them. The reason for my report is, I think it is contradicting for the ATIS to show a tailwind, and at the same time say they are doing lahso operations. I do not know if aircraft were actually being cleared to land with a tailwind and told to hold short, but the tower was giving the wind as 090 degrees to us and other aircraft. With that in mind, I believe that would make runway 35C illegal for lahso operations.

WITH THAT IN MIND, I BELIEVE THAT WOULD MAKE RWY 35C ILLEGAL FOR LAHSO OPS.
