Narrative:
Taxiing on runway 10 cle for departure on runway 23R. Instructed by ground control to hold short of runway 23R. Overshot hold line onto active runway 23R. The lights at the hold short line that identify the runway were OTS. Advised tower that the lights were inoperative. Callback conversation with reporter revealed the following information: reporter stated that he was on a night training flight, with a student pilot in a C152, from his FBO located on the airport. He inadvertently taxied onto the runway upon which he did a 180 degree turn and taxied back off behind the hold short line where he waited a short time. He then called the tower and advised them that the red hold short lights were not on and the tower advised that they would look into the matter. He further stated that other instructors he talked with also said that the lights were usually not on. He has not been back at night to see if the lights are on when runway 10 is used for taxiing purposes.

Title: STUDENT PLT ON NIGHT DUAL TRAINING FLT OVERSHOT RWY HOLD SHORT LINE WHILE TAXIING ON ANOTHER INTERSECTING RWY AS INSTRUCTED BY THE TWR. AFTER NOTICING THAT THEY WERE ON THE ACTIVE RWY, TO WHICH THEY WERE INSTRUCTED TO HOLD SHORT, THE INSTRUCTOR HAD THE STUDENT DO A 180 DEG TURN AND TAXI BACK ACROSS THE HOLD SHORT LINE. THEN ADVISED THE TWR OF THEIR ERROR AND ADVISED THE TWR THAT THE RED STOP LIGHTS WERE NOT ON.

THE LIGHTS AT THE HOLD SHORT LINE THAT IDENT THE RWY WERE OTS. ADVISED TWR THAT THE LIGHTS WERE INOP. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE WAS ON A NIGHT TRAINING FLT, WITH A STUDENT PLT IN A C152, FROM HIS FBO LOCATED ON THE ARPT. HE INADVERTENTLY TAXIED ONTO THE RWY UPON WHICH HE DID A 180 DEG TURN AND TAXIED BACK OFF BEHIND THE HOLD SHORT LINE WHERE HE WAITED A SHORT TIME. HE THEN CALLED THE TWR AND ADVISED THEM THAT THE RED HOLD SHORT LIGHTS WERE NOT ON AND THE TWR ADVISED THAT THEY WOULD LOOK INTO THE MATTER. HE FURTHER STATED THAT OTHER INSTRUCTORS HE TALKED WITH ALSO SAID THAT THE LIGHTS WERE USUALLY NOT ON. HE HAS NOT BEEN BACK AT NIGHT TO SEE IF THE LIGHTS ARE ON WHEN RWY 10 IS USED FOR TAXIING PURPOSES.
