Narrative:

In sum: reporter was on left downwind for runway which had been shortened at the far end by 5600 ft (3400 ft length remaining). Reporter did not see displaced threshold markings. The last time reporter flew into this airport, the construction equipment was staged at the displaced threshold line. This time, he did see a group of vehicles down the runway. Reporter landed with the sun almost in his eyes and was beginning his rollout when he saw the displaced threshold barriers (railroad ties with small signs attached). Reporter was afraid that his landing gear would hit them if he attempted a go around. Reporter hit the barrier and dented the left wing of the aircraft.

Title: PA28 IMPACTS BARRIER ON DISPLACED THRESHOLD AT TYS.

Narrative: IN SUM: RPTR WAS ON L DOWNWIND FOR RWY WHICH HAD BEEN SHORTENED AT THE FAR END BY 5600 FT (3400 FT LENGTH REMAINING). RPTR DID NOT SEE DISPLACED THRESHOLD MARKINGS. THE LAST TIME RPTR FLEW INTO THIS ARPT, THE CONSTRUCTION EQUIP WAS STAGED AT THE DISPLACED THRESHOLD LINE. THIS TIME, HE DID SEE A GROUP OF VEHICLES DOWN THE RWY. RPTR LANDED WITH THE SUN ALMOST IN HIS EYES AND WAS BEGINNING HIS ROLLOUT WHEN HE SAW THE DISPLACED THRESHOLD BARRIERS (RAILROAD TIES WITH SMALL SIGNS ATTACHED). RPTR WAS AFRAID THAT HIS LNDG GEAR WOULD HIT THEM IF HE ATTEMPTED A GAR. RPTR HIT THE BARRIER AND DENTED THE L WING OF THE ACFT.
