Narrative:
Accepted a clearance from ATC on the ground at gso to 14000 ft. This was an unacceptable altitude for the flight because of the lack of oxygen on board. The flight plan was filed for 12000 ft, a non oxygen altitude. Upon departure a clearance to 7000 ft was given by gso approach. 10 mins into the flight, a handoff to ZTL was effected. ZTL assigned the 14000 ft altitude, 12000 ft was requested and denied. ZTL apparently checked with the previous controller regarding the pilot's requested altitude of 12000 ft. An altitude of 13000 ft until past ctf VOR was assigned ZTL and accepted -- less than 15 mins above 12500 ft. ATC and pilots on IFR flight plans need to work more closely for more direct routing and acceptable altitudes that VFR pilots follow. This I see as a compromise to air safety.

Title: PLT IN A C337 REFUSED AN IFR CLRNC TO 14000 FT DUE TO A LACK OF OXYGEN ON BOARD. AFTER TKOF AND HANDED OFF THE ZTL AND AGAIN REFUSED CLB TO 14000 FT.
Narrative: ACCEPTED A CLRNC FROM ATC ON THE GND AT GSO TO 14000 FT. THIS WAS AN UNACCEPTABLE ALT FOR THE FLT BECAUSE OF THE LACK OF OXYGEN ON BOARD. THE FLT PLAN WAS FILED FOR 12000 FT, A NON OXYGEN ALT. UPON DEP A CLRNC TO 7000 FT WAS GIVEN BY GSO APCH. 10 MINS INTO THE FLT, A HDOF TO ZTL WAS EFFECTED. ZTL ASSIGNED THE 14000 FT ALT, 12000 FT WAS REQUESTED AND DENIED. ZTL APPARENTLY CHKED WITH THE PREVIOUS CTLR REGARDING THE PLT'S REQUESTED ALT OF 12000 FT. AN ALT OF 13000 FT UNTIL PAST CTF VOR WAS ASSIGNED ZTL AND ACCEPTED -- LESS THAN 15 MINS ABOVE 12500 FT. ATC AND PLTS ON IFR FLT PLANS NEED TO WORK MORE CLOSELY FOR MORE DIRECT ROUTING AND ACCEPTABLE ALTS THAT VFR PLTS FOLLOW. THIS I SEE AS A COMPROMISE TO AIR SAFETY.
