Narrative:
Cleared for the visual, had a flap problem and needed to run through the appropriate checklist. The problem was fixed, told the tower we were ready to come in and landed uneventfully. The tower evidently told emergency crews to 'prepare for a potential crash' and the crews were waiting for us. We never mentioned anything about an emergency, nor did the tower ask if we wanted to declare one -- they just did anyway without our consent.

Title: FLC OF A BRITISH JETSTREAM 41, BA41, EXPERIENCED A FLAP PROB DURING APCH AND ASKED TO HOLD TO LOOK INTO THE PROB. AFTER RUNNING CHKLISTS, PROB WAS CLRED UP AND LNDG REQUESTED. UPON LNDG, THE EMER GND PERSONNEL AND VEHICLES MET THE ACFT. FLC BELIEVED THAT IT WAS UNNECESSARY SINCE THEY HAD NOT DECLARED AN EMER.
Narrative: CLRED FOR THE VISUAL, HAD A FLAP PROB AND NEEDED TO RUN THROUGH THE APPROPRIATE CHKLIST. THE PROB WAS FIXED, TOLD THE TWR WE WERE READY TO COME IN AND LANDED UNEVENTFULLY. THE TWR EVIDENTLY TOLD EMER CREWS TO 'PREPARE FOR A POTENTIAL CRASH' AND THE CREWS WERE WAITING FOR US.
