Narrative:
I had finished my pretkof check and was holding short of runway 34 at ttn. I called tower and told them that I was ready for takeoff. Tower responded by telling me I was cleared for takeoff. I repeated the message and looked to see if anyone was on final approach. A small single engine aircraft was on final but I judged that he was far enough out for spacing. The takeoff clearance that tower gave me supported my decision. I taxied onto the runway and without delay I started my takeoff roll. The other aircraft called tower and said that he was on final and tower responded by telling him to go around. At this point my aircraft had become airborne and I visually picked up the other aircraft flying approximately 300 ft above my plane. I was about to abort the takeoff when tower told the other aircraft to execute a r-hand turn. When he turned right it gave me room to continue with the takeoff and I climbed to traffic pattern altitude (1200 ft). Upon reaching traffic pattern altitude, tower called and told me that my instructions were to hold short of runway 34. I responded by telling tower that they had cleared me for takeoff. Tower reviewed the tapes and called my flight school office. They told the dispatcher that they did in fact give me takeoff clearance.

Title: A TWR CTLR MISTAKENLY CLRED A C152 FOR TKOF WHILE SINGLE ENG ACFT WAS ON SHORT FINAL. WHEN THE MISTAKE WAS REALIZED, THE CTLR ISSUED A GAR TO THE LNDG ACFT. THIS RESULTED IN THE LNDG ACFT PASSING 300 FT OVER THE DEPARTING C152.
Narrative: I HAD FINISHED MY PRETKOF CHK AND WAS HOLDING SHORT OF RWY 34 AT TTN. I CALLED TWR AND TOLD THEM THAT I WAS READY FOR TKOF. TWR RESPONDED BY TELLING ME I WAS CLRED FOR TKOF. I REPEATED THE MESSAGE AND LOOKED TO SEE IF ANYONE WAS ON FINAL APCH. A SMALL SINGLE ENG ACFT WAS ON FINAL BUT I JUDGED THAT HE WAS FAR ENOUGH OUT FOR SPACING. THE TKOF CLRNC THAT TWR GAVE ME SUPPORTED MY DECISION. I TAXIED ONTO THE RWY AND WITHOUT DELAY I STARTED MY TKOF ROLL. THE OTHER ACFT CALLED TWR AND SAID THAT HE WAS ON FINAL AND TWR RESPONDED BY TELLING HIM TO GO AROUND. AT THIS POINT MY ACFT HAD BECOME AIRBORNE AND I VISUALLY PICKED UP THE OTHER ACFT FLYING APPROX 300 FT ABOVE MY PLANE. I WAS ABOUT TO ABORT THE TKOF WHEN TWR TOLD THE OTHER ACFT TO EXECUTE A R-HAND TURN. WHEN HE TURNED R IT GAVE ME ROOM TO CONTINUE WITH THE TKOF AND I CLBED TO TFC PATTERN ALT (1200 FT). UPON REACHING TFC PATTERN ALT, TWR CALLED AND TOLD ME THAT MY INSTRUCTIONS WERE TO HOLD SHORT OF RWY 34. I RESPONDED BY TELLING TWR THAT THEY HAD CLRED ME FOR TKOF. TWR REVIEWED THE TAPES AND CALLED MY FLT SCHOOL OFFICE. THEY TOLD THE DISPATCHER THAT THEY DID IN FACT GIVE ME TKOF CLRNC.
