Narrative:
Aircraft #2 was cleared to land on runway 26L while on downwind. Aircraft #1 was cleared for takeoff 1 min before reaching the runway. Aircraft #2 landed on the runway in front of aircraft #1. Aircraft #1 had not started departure roll.

Title: ATCT LCL CTLR FAILED TO ENSURE SEPARATION BTWN A LNDG PA28, CLRED TO LAND, AND A DEPARTING DC8, CLRED FOR TKOF. THE PA28 LANDED WHEN THE DC8 WAS POSITIONING FOR TKOF.
Narrative: ACFT #2 WAS CLRED TO LAND ON RWY 26L WHILE ON DOWNWIND. ACFT #1 WAS CLRED FOR TKOF 1 MIN BEFORE REACHING THE RWY. ACFT #2 LANDED ON THE RWY IN FRONT OF ACFT #1. ACFT #1 HAD NOT STARTED DEP ROLL.
