Narrative:
We (captain and I, first officer) were not in ATC contact, ramp or ground at clt. We were parked on the ramp on the left side of another DHC8 of another commuter airline. The other aircraft was parked with no one visible on board. We were starting our taxi under the marshaller's control. We were making a tight right turn. I cleared my side and captain began the turn. As I noticed the close proximity of our nose and the left wingtip of the other aircraft, I notified the captain and he stopped the turn. We both pointed toward the wingtips of the 2 aircraft to the marshaller. The marshaller walked back, took a look, indicated by showing space of approximately 2 ft and motioned us to continue the turn. We started the turn and the wingtips touched. There was no damage to our aircraft, maintenance inspected and signed off for flight. The other aircraft had small chip on aileron portion, maintenance inspected and signed off for flight. I believe combination of not enough ramp space, tight parking and not enough marshallers and ramp agents led to this incident.

Title: A TAXIING DH8 HITS ITS WINGTIP AGAINST ANOTHER PARKED DH8. CREW HAD STOPPED BUT MARSHALLER GAVE A COME AHEAD AFTER A QUICK CHK OF WINGTIP CLRNC.
Narrative: WE (CAPT AND I, FO) WERE NOT IN ATC CONTACT, RAMP OR GND AT CLT. WE WERE PARKED ON THE RAMP ON THE L SIDE OF ANOTHER DHC8 OF ANOTHER COMMUTER AIRLINE. THE OTHER ACFT WAS PARKED WITH NO ONE VISIBLE ON BOARD. WE WERE STARTING OUR TAXI UNDER THE MARSHALLER'S CTL. WE WERE MAKING A TIGHT R TURN. I CLRED MY SIDE AND CAPT BEGAN THE TURN. AS I NOTICED THE CLOSE PROX OF OUR NOSE AND THE L WINGTIP OF THE OTHER ACFT, I NOTIFIED THE CAPT AND HE STOPPED THE TURN. WE BOTH POINTED TOWARD THE WINGTIPS OF THE 2 ACFT TO THE MARSHALLER. THE MARSHALLER WALKED BACK, TOOK A LOOK, INDICATED BY SHOWING SPACE OF APPROX 2 FT AND MOTIONED US TO CONTINUE THE TURN. WE STARTED THE TURN AND THE WINGTIPS TOUCHED.
