Narrative:
On takeoff out of mia we blew a couple of tires prior to vr. We went airborne and then prepared for the emergency landing back at the departure airport (mia). During holding and the hour it took to jettison and prepare for the landing, the conversation in the cockpit was not fully in compliance with the sterile cockpit rule. The aircraft was prepared and returned to mia. The landing with the blown tires caused the aircraft to be disabled on the runway until it could be towed. Callback conversation with reporter revealed the following information: the captain said that the flight was destined for sges, paraguay. He did not wish to take the aircraft that far to an airport that had only 1 fire truck as emergency ground equipment. However, that turned out to be a non factor since the gear could not be raised. The aircraft spent somewhere between 1-2 hours at 3000 ft dumping fuel. Having lost 3 tires off the left body gear 'truck,' the wheel rims dug into the runway surface as the aircraft rolled out, making it impossible for the aircraft to turn off the runway with normal power. The emergency ground equipment behind the aircraft advised the crew to stop the aircraft and not attempt any further taxi efforts.

Title: B747 FREIGHTER BLOWS TIRES ON DEP AT MIA. FUEL IS DUMPED AND ACFT RETURNS TO MIA AFTER ABOUT 1 PT 5 HRS IN THE AIR AT 3000 FT. ACFT IS DISABLED ON LNDG AND HAS TO BE TOWED OFF THE RWY.
Narrative: ON TKOF OUT OF MIA WE BLEW A COUPLE OF TIRES PRIOR TO VR. WE WENT AIRBORNE AND THEN PREPARED FOR THE EMER LNDG BACK AT THE DEP ARPT (MIA). DURING HOLDING AND THE HR IT TOOK TO JETTISON AND PREPARE FOR THE LNDG, THE CONVERSATION IN THE COCKPIT WAS NOT FULLY IN COMPLIANCE WITH THE STERILE COCKPIT RULE. THE ACFT WAS PREPARED AND RETURNED TO MIA. THE LNDG WITH THE BLOWN TIRES CAUSED THE ACFT TO BE DISABLED ON THE RWY UNTIL IT COULD BE TOWED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE CAPT SAID THAT THE FLT WAS DESTINED FOR SGES, PARAGUAY. HE DID NOT WISH TO TAKE THE ACFT THAT FAR TO AN ARPT THAT HAD ONLY 1 FIRE TRUCK AS EMER GND EQUIP. HOWEVER, THAT TURNED OUT TO BE A NON FACTOR SINCE THE GEAR COULD NOT BE RAISED. THE ACFT SPENT SOMEWHERE BTWN 1-2 HRS AT 3000 FT DUMPING FUEL.
