Narrative:

Put landing gear down and noted gear malfunction. Nose gear approximately 30 degrees down as seen in mirror. Noted 2 green with nose gear not locked. Notified yng tower. Stayed in airport area for over 1 1/2 hours and attempted to put gear down. Pumped gear with no success. Pushed emergency gear down button, with no result. Talked to mechanic and tried circuit breaker, blow down bottles, rocking wing with 60 degree banks, 3000-4000 ft quick dscnts, but unable to lower nose gear. Went through emergency landing gear up checklist and landed with no injury.
