Narrative:
Lcls were split during the beginning of a departure rush. I was working 1 of 2 parallels, runway 36L and a converging runway 27. I coordinated with the other local for a release off runway 27 into his airspace. He pointed out traffic for me to go behind. I put my departure into position on runway 27 and cleared a runway 36R departure for takeoff. When my runway 36R departure was clear of runway 27, I looked for the runway 36L departure. I did not locate him on the runway, and believed he had departed, so I cleared the runway 27 departure for takeoff. He crossed in front of the runway 36L departure by 1/2 mi. I failed to positively locate the traffic and believed he was gone when in fact he had not yet begun to roll. I did not reconfirm with the other local the location of the traffic. I diverted my attention to other traffic while waiting for the DC9 to depart. Due to inadequate staffing there was no coordinator to monitor the situation as there should have been.

Title: ATCT CTLR WORKING 1 OF 2 LCL CTL POS AT MEM CLRED A BE20 FOR TKOF WITHOUT ENSURING THAT A DC9, DEPARTING ON A XING RWY, WAS NOT A FACTOR.
Narrative: LCLS WERE SPLIT DURING THE BEGINNING OF A DEP RUSH. I WAS WORKING 1 OF 2 PARALLELS, RWY 36L AND A CONVERGING RWY 27. I COORDINATED WITH THE OTHER LCL FOR A RELEASE OFF RWY 27 INTO HIS AIRSPACE. HE POINTED OUT TFC FOR ME TO GO BEHIND. I PUT MY DEP INTO POS ON RWY 27 AND CLRED A RWY 36R DEP FOR TKOF. WHEN MY RWY 36R DEP WAS CLR OF RWY 27, I LOOKED FOR THE RWY 36L DEP. I DID NOT LOCATE HIM ON THE RWY, AND BELIEVED HE HAD DEPARTED, SO I CLRED THE RWY 27 DEP FOR TKOF. HE CROSSED IN FRONT OF THE RWY 36L DEP BY 1/2 MI. I FAILED TO POSITIVELY LOCATE THE TFC AND BELIEVED HE WAS GONE WHEN IN FACT HE HAD NOT YET BEGUN TO ROLL. I DID NOT RECONFIRM WITH THE OTHER LCL THE LOCATION OF THE TFC. I DIVERTED MY ATTN TO OTHER TFC WHILE WAITING FOR THE DC9 TO DEPART.
