Narrative:
After departing dca we were cleared to FL190. There was an area of twring cumulus ahead. The captain told ATC that we were going to need to deviate about 15 degrees to the left. ATC responded 'deviation left of course approved.' after a few mi, it turned out that we needed more than 15 degrees (approximately 25-30 degrees) to stay clear of the WX. Due to radio congestion we were unable to tell center right away. We finally got through to them and told them the heading we were on. Center asked us if we could come back to the right. We came back as far as we possibly could (about 10 degrees). He then gave a couple of other aircraft instructions to expedite turns and climbs. We don't know if the climbs and turns were given because of us or it was a totally different problem. We didn't see any conflicts on our TCASII. Looking back on things we should have asked for larger deviation to the left to start out with. Radio congestion in the northeast can be a problem.

Title: A B737-300 FLC OVERSHOT ITS ALLOWED HDG DURING WX DEV. ATC HAD TO MAKE ADJUSTMENTS TO OTHER TFC.
Narrative: AFTER DEPARTING DCA WE WERE CLRED TO FL190. THERE WAS AN AREA OF TWRING CUMULUS AHEAD. THE CAPT TOLD ATC THAT WE WERE GOING TO NEED TO DEVIATE ABOUT 15 DEGS TO THE L. ATC RESPONDED 'DEV L OF COURSE APPROVED.' AFTER A FEW MI, IT TURNED OUT THAT WE NEEDED MORE THAN 15 DEGS (APPROX 25-30 DEGS) TO STAY CLR OF THE WX. DUE TO RADIO CONGESTION WE WERE UNABLE TO TELL CTR RIGHT AWAY. WE FINALLY GOT THROUGH TO THEM AND TOLD THEM THE HDG WE WERE ON. CTR ASKED US IF WE COULD COME BACK TO THE R. WE CAME BACK AS FAR AS WE POSSIBLY COULD (ABOUT 10 DEGS). HE THEN GAVE A COUPLE OF OTHER ACFT INSTRUCTIONS TO EXPEDITE TURNS AND CLBS. WE DON'T KNOW IF THE CLBS AND TURNS WERE GIVEN BECAUSE OF US OR IT WAS A TOTALLY DIFFERENT PROB. WE DIDN'T SEE ANY CONFLICTS ON OUR TCASII. LOOKING BACK ON THINGS WE SHOULD HAVE ASKED FOR LARGER DEV TO THE L TO START OUT WITH. RADIO CONGESTION IN THE NE CAN BE A PROB.
