Narrative:
The B flight attendant went home for the remain overnight and did not arrive at the airport with crew. We were given an ATC delay of approximately 90 mins so we did not try to contact her immediately. The ATC delay was canceled so the agent began boarding the flight with only 2 flight attendants on board. The problem could have been avoided if we had communicated to the agent that one of our flight attendants had not arrived and that we should delay boarding.
