Narrative:

Canceled IFR flight plan when I was VFR at 2000 ft AGL, 10 mi visibility. Was going to use runway 10, found it closed and circled to runway 22, wind southwest 15 KTS. Saw 3 green and landed. (There was no warning horn.) the plane pancaked and ruined the propeller. No injuries occurred. Callback conversation with reporter revealed the following information: the reporter stated when the aircraft was jacked with the gear extended, the landing gear would not retract. The reporter said when the maintenance people switched on the battery the engine started to turn as if for a normal start. The aircraft is still being worked and do not have details on the positive fix.
