Narrative:
While cruising at FL310, the #1 engine increased to 102.1% N2. The autothrottles were disconnected and the #1 throttle was moved through its full range of travel, but the engine did not respond. The engine was shut down by use of the fuel lever. Air carrier dispatch and maintenance were contacted and kept informed. It was decided that the safest course of action was to continue to denver. An emergency was declared and priority handling was requested from ATC. Emergency equipment was requested to be standing by at denver. Cabin advisory procedures were put into effect. An uneventful 2 engine approach and landing was made at denver.
