Narrative:
On climb out from roc, after departure off runway 22, we were given a left turn direct gee and climb to 10000 ft. Upon completion of turn, we received a TCASII TA for traffic at 12 O'clock and 5 NM. It was immediately followed by an RA to 'monitor vertical speed.' we noted traffic at 3 NM and 400 ft above and descending, so we began an immediate descent and leveled at 1500 ft MSL. Traffic was never acquired visually.

Title: B727 CREW HAD TCASII RA ON CLBOUT IN IMC CONDITIONS.
Narrative: ON CLBOUT FROM ROC, AFTER DEP OFF RWY 22, WE WERE GIVEN A L TURN DIRECT GEE AND CLB TO 10000 FT. UPON COMPLETION OF TURN, WE RECEIVED A TCASII TA FOR TFC AT 12 O'CLOCK AND 5 NM. IT WAS IMMEDIATELY FOLLOWED BY AN RA TO 'MONITOR VERT SPD.' WE NOTED TFC AT 3 NM AND 400 FT ABOVE AND DSNDING, SO WE BEGAN AN IMMEDIATE DSCNT AND LEVELED AT 1500 FT MSL. TFC WAS NEVER ACQUIRED VISUALLY.
