Narrative:
Aircraft arrived ZZZ with PIREP #xo and nov/xz/98. Throttles did not go to climb power when selected after takeoff. Action taken was performed autothrottle servo and autothrottle switch disconnect. Ground test system passed, no defects noted. FAA called on dec/xx/98 XB00 and wanted to know if lower minimum program should be downgraded. MEL only requires downgrading if 1 of 2 autothrottles is inoperative. The autothrottles were never downgraded originally, and neither autothrottles were inoperative, therefore lower minimum program was not required to be downgraded. Callback conversation with reporter revealed the following information: the reporter stated the PIREP was worked per the maintenance manual and the thrust management computer was tested and it passed. The reporter said per the maintenance manual, if the test is ok, clear the item. The reporter said the logbook or the maintenance history was not reviewed for previous reports on the autoflt or the autothrottle system. The reporter said this station ZZZ does not have avionics mechanics and our training on these system is very limited.

Title: A FOKKER 100 RPTED ACFT DID NOT GO TO CLB PWR WHEN SELECTED AFTER TKOF AND MECHS CHKED THE THRUST MGMNT COMPUTER OK PER THE MAINT MANUAL. FAA SAFETY INSPECTOR QUESTIONS WHY THE ACFT NOT DOWNGRADED TO CAT II STATUS AND NOT REMOVED FROM AUTOLAND STATUS.
Narrative: ACFT ARRIVED ZZZ WITH PIREP #XO AND NOV/XZ/98. THROTTLES DID NOT GO TO CLB PWR WHEN SELECTED AFTER TKOF. ACTION TAKEN WAS PERFORMED AUTOTHROTTLE SERVO AND AUTOTHROTTLE SWITCH DISCONNECT. GND TEST SYS PASSED, NO DEFECTS NOTED. FAA CALLED ON DEC/XX/98 XB00 AND WANTED TO KNOW IF LOWER MINIMUM PROGRAM SHOULD BE DOWNGRADED. MEL ONLY REQUIRES DOWNGRADING IF 1 OF 2 AUTOTHROTTLES IS INOP. THE AUTOTHROTTLES WERE NEVER DOWNGRADED ORIGINALLY, AND NEITHER AUTOTHROTTLES WERE INOP, THEREFORE LOWER MINIMUM PROGRAM WAS NOT REQUIRED TO BE DOWNGRADED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE PIREP WAS WORKED PER THE MAINT MANUAL AND THE THRUST MGMNT COMPUTER WAS TESTED AND IT PASSED.
