Narrative:
I was climbing out of victoria airport cleared to 4000 ft. I was IMC in light to moderate turbulence and passed through my altitude. I feel that judgement was impaired for a personal reason. Paying more attention to the job at hand would be a good idea.

Title: PA31 PLT HAD ALT EXCURSION ON CLBOUT FROM VCT ARPT.
Narrative: I WAS CLBING OUT OF VICTORIA ARPT CLRED TO 4000 FT. I WAS IMC IN LIGHT TO MODERATE TURB AND PASSED THROUGH MY ALT. I FEEL THAT JUDGEMENT WAS IMPAIRED FOR A PERSONAL REASON. PAYING MORE ATTN TO THE JOB AT HAND WOULD BE A GOOD IDEA.
