Narrative:

VFR aircraft transitioning cvg airspace not in communication with ATC. The aircraft transitioned northeast to southwest across the runway 27 departure path during a heavy departure push. This required numerous traffic calls and turns to avoid the aircraft. Due to the volume of aircraft at cvg this results in a dangerous situation, especially when one aircraft is not in contact with ATC.
