Narrative:
Baggage hold had been inoperative due to damaged floor panel. All bags that were of a size to be carried in cabin were screened and put in cabin, including strapping into passenger seats, per general operations manual. Problem is that our general operations manual addresses bags being carried in passenger seats in 2 separate paragraphs, and these separate paragraphs conflict slightly with each other, making it difficult for flight crew to comply completely and absolutely with the general operations manual instructions.

Title: A COMMERCIAL FIXED WING MLG ACFT HAS AN OPS MANUAL PROC FOR CARRYING SCREENED CARGO PIT BAGGAGE IN THE CABIN THAT HAS 2 PARAGRAPHS WHICH ARE IN CONFLICT.
Narrative: BAGGAGE HOLD HAD BEEN INOP DUE TO DAMAGED FLOOR PANEL. ALL BAGS THAT WERE OF A SIZE TO BE CARRIED IN CABIN WERE SCREENED AND PUT IN CABIN, INCLUDING STRAPPING INTO PAX SEATS, PER GENERAL OPS MANUAL. PROB IS THAT OUR GENERAL OPS MANUAL ADDRESSES BAGS BEING CARRIED IN PAX SEATS IN 2 SEPARATE PARAGRAPHS, AND THESE SEPARATE PARAGRAPHS CONFLICT SLIGHTLY WITH EACH OTHER, MAKING IT DIFFICULT FOR FLC TO COMPLY COMPLETELY AND ABSOLUTELY WITH THE GENERAL OPS MANUAL INSTRUCTIONS.
