Narrative:

After being cleared from 5000 ft to 17000 ft by msp departure control while on a heading of 240 degrees, we apparently took another aircraft's frequency change and contacted ZMP. That controller, rather than send us back to departure control, sent us to a different center controller who resolved the handoff ambiguity. While this was being done, we saw on TCASII that we came close to 5 mi with a co-altitude aircraft. No TCASII RA was issued. Outside vigilance as well as radio discipline were re-emphasized as a result.

Title: TIME LAPSE BTWN TAKING FREQ CHANGE FOR ANOTHER ACFT AND RE-ESTABLISHING PROPER FREQ CAUSES A320 FLC TO HAVE CONFLICT WITH SAME ALT TFC.

Narrative: AFTER BEING CLRED FROM 5000 FT TO 17000 FT BY MSP DEP CTL WHILE ON A HDG OF 240 DEGS, WE APPARENTLY TOOK ANOTHER ACFT'S FREQ CHANGE AND CONTACTED ZMP. THAT CTLR, RATHER THAN SEND US BACK TO DEP CTL, SENT US TO A DIFFERENT CTR CTLR WHO RESOLVED THE HDOF AMBIGUITY. WHILE THIS WAS BEING DONE, WE SAW ON TCASII THAT WE CAME CLOSE TO 5 MI WITH A CO-ALT ACFT. NO TCASII RA WAS ISSUED. OUTSIDE VIGILANCE AS WELL AS RADIO DISCIPLINE WERE RE-EMPHASIZED AS A RESULT.
