2 coach passenger refused to be seated and fasten their seat belts during turbulence after being asked by flight attendants and also ordered by the captain. How to prevent this: take a firm action against such passenger misbehavior and make it public that such behavior will not be tolerated.

Title: FLT ATTENDANT RPT REGARDING 2 COACH PAX WHO REFUSED TO BE SEATED WHEN THE SEAT BELT SIGN WAS ON AND REQUESTED BY CABIN ATTENDANTS AND CAPT.
Narrative: 2 COACH PAX REFUSED TO BE SEATED AND FASTEN THEIR SEAT BELTS DURING TURB AFTER BEING ASKED BY FLT ATTENDANTS AND ALSO ORDERED BY THE CAPT. HOW TO PREVENT THIS: TAKE A FIRM ACTION AGAINST SUCH PAX MISBEHAVIOR AND MAKE IT PUBLIC THAT SUCH BEHAVIOR WILL NOT BE TOLERATED.
