Narrative:
On taxiway a, turned 90 degrees into wind and completed run-up. Contacted tower, ready to go, runway 29, VFR. Tower did not respond and a landing aircraft turned off runway 29 onto taxiway a. We held our position awaiting a tower response. Heard tower on ground (they use both frequencys) clear the other aircraft to the ramp on our taxiway. Aircraft taxied by on ice with 2 ft of wing clearance with our propeller. Not a safe operation, especially on the ice but not safe under any condition. Tower should have had other aircraft clear at other taxiway (may have made that request on tower frequency and we did not hear because we were still on ground). Pilot may not have followed tower instructions, but tower/ground should not have taxied him by us. We could have moved if tower/ground requested. Inexperienced tower (contract tower) may have contributed to this dangerous situation. Tower is also short staffed which may have contributed.

Title: A PA28-181 EXPERIENCES A CLOSE CALL IN THE RUN-UP PAD FOR RWY 29 AT BDR WHEN A LNDG PA28 TURNS OFF RWY 29 AT THE SAME TXWY A. ACFT Y STOPS, THEN IS CLRED TO TAXI PAST ACFT X ON THE ICE COVERED TXWY, MISSING THE RPTR'S ACFT BY 2 FT.
Narrative: ON TXWY A, TURNED 90 DEGS INTO WIND AND COMPLETED RUN-UP. CONTACTED TWR, READY TO GO, RWY 29, VFR. TWR DID NOT RESPOND AND A LNDG ACFT TURNED OFF RWY 29 ONTO TXWY A. WE HELD OUR POS AWAITING A TWR RESPONSE. HEARD TWR ON GND (THEY USE BOTH FREQS) CLR THE OTHER ACFT TO THE RAMP ON OUR TXWY. ACFT TAXIED BY ON ICE WITH 2 FT OF WING CLRNC WITH OUR PROP. NOT A SAFE OP, ESPECIALLY ON THE ICE BUT NOT SAFE UNDER ANY CONDITION. TWR SHOULD HAVE HAD OTHER ACFT CLR AT OTHER TXWY (MAY HAVE MADE THAT REQUEST ON TWR FREQ AND WE DID NOT HEAR BECAUSE WE WERE STILL ON GND). PLT MAY NOT HAVE FOLLOWED TWR INSTRUCTIONS, BUT TWR/GND SHOULD NOT HAVE TAXIED HIM BY US. WE COULD HAVE MOVED IF TWR/GND REQUESTED. INEXPERIENCED TWR (CONTRACT TWR) MAY HAVE CONTRIBUTED TO THIS DANGEROUS SIT. TWR IS ALSO SHORT STAFFED WHICH MAY HAVE CONTRIBUTED.
