Narrative:

Aircraft #1 told to exit runway first available turn. He went slowly past taxiway D to taxiway west which is by his terminal. He couldn't get into ramp, so ground controller told him left turn taxiway a, left taxiway wa, left taxiway B, hold short taxiway west. Aircraft #2 told to exit at taxiway west and go to ramp, aircraft #1 would hold. Aircraft #1 cut him off. Finally, I was able to move aircraft #2 away from runway, but next arrival (aircraft #3) couldn't turn at taxiway west and had to go to taxiway V. Since everything was still messed up taxiway west, I told aircraft #3 to turn right. It can be very confusing to foreign carriers when we give them instructions they are not used to, and so he started a left turn and stopped. I sent aircraft #4 around. Aircraft #1 told ground controller that the ramp cleared him in.

Narrative: ACFT #1 TOLD TO EXIT RWY FIRST AVAILABLE TURN. HE WENT SLOWLY PAST TXWY D TO TXWY W WHICH IS BY HIS TERMINAL. HE COULDN'T GET INTO RAMP, SO GND CTLR TOLD HIM L TURN TXWY A, L TXWY WA, L TXWY B, HOLD SHORT TXWY W. ACFT #2 TOLD TO EXIT AT TXWY W AND GO TO RAMP, ACFT #1 WOULD HOLD. ACFT #1 CUT HIM OFF. FINALLY, I WAS ABLE TO MOVE ACFT #2 AWAY FROM RWY, BUT NEXT ARR (ACFT #3) COULDN'T TURN AT TXWY W AND HAD TO GO TO TXWY V. SINCE EVERYTHING WAS STILL MESSED UP TXWY W, I TOLD ACFT #3 TO TURN R. IT CAN BE VERY CONFUSING TO FOREIGN CARRIERS WHEN WE GIVE THEM INSTRUCTIONS THEY ARE NOT USED TO, AND SO HE STARTED A L TURN AND STOPPED. I SENT ACFT #4 AROUND. ACFT #1 TOLD GND CTLR THAT THE RAMP CLRED HIM IN.
