Narrative:
DH8 (aircraft X) cleared for takeoff runway 16L. PA31 (aircraft Y) told to taxi into position and did so, at intersection north. The ground controller noticed 2 aircraft on the departure runway and advised local controller. The local controller trainee then aborted takeoff roll to aircraft Y. Aircraft were separated approximately 1/2 mi on runway. Supplemental information from acn 425033: on jan/xa/99, I was on a flight from sea to clm. I was holding short at runway 16L, 'intersection north' when, to the best of my knowledge, I was cleared for takeoff. I read back the clearance to the tower, and as I crossed the holding short line, the tower made a call for the aircraft at 'intersection north' to clear the runway and to go back on the taxiway. So I complied and did as instructed. Later, the tower advised me that the clearance was for another flight at the end of runway 16L. After that, the tower cleared me for takeoff and notified me to call the sea tower supervisor.
Original NASA ASRS Text
Title: TWR GND CTLR INTERVENES WHEN LCL CTLR TRAINEE CLRS A PA31, MIDFIELD, FOR TKOF PRIOR TO A PREVIOUSLY CLRED FOR TKOF DH8 HAS PASSED THE PA31'S POS.
Narrative: DH8 (ACFT X) CLRED FOR TKOF RWY 16L. PA31 (ACFT Y) TOLD TO TAXI INTO POS AND DID SO, AT INTXN N. THE GND CTLR NOTICED 2 ACFT ON THE DEP RWY AND ADVISED LCL CTLR. THE LCL CTLR TRAINEE THEN ABORTED TKOF ROLL TO ACFT Y. ACFT WERE SEPARATED APPROX 1/2 MI ON RWY. SUPPLEMENTAL INFO FROM ACN 425033: ON JAN/XA/99, I WAS ON A FLT FROM SEA TO CLM. I WAS HOLDING SHORT AT RWY 16L, 'INTXN N' WHEN, TO THE BEST OF MY KNOWLEDGE, I WAS CLRED FOR TKOF. I READ BACK THE CLRNC TO THE TWR, AND AS I CROSSED THE HOLDING SHORT LINE, THE TWR MADE A CALL FOR THE ACFT AT 'INTXN N' TO CLR THE RWY AND TO GO BACK ON THE TXWY. SO I COMPLIED AND DID AS INSTRUCTED. LATER, THE TWR ADVISED ME THAT THE CLRNC WAS FOR ANOTHER FLT AT THE END OF RWY 16L. AFTER THAT, THE TWR CLRED ME FOR TKOF AND NOTIFIED ME TO CALL THE SEA TWR SUPVR.
