Narrative:
Exceeded 250 KT speed limit. First officer flying with inoperative autothrottles, leveling at 5000 ft, momentarily allowed IAS to reach 265 KIAS then made throttle correction and immediately slowed to maintain 250 KIAS. With FAA inspector in cockpit jump seat, I requested a debrief after we completed the parking checklist and he advised that in the future we should target 245 KTS when speed limit is 250 KTS. We concurred.

Narrative: EXCEEDED 250 KT SPD LIMIT. FO FLYING WITH INOP AUTOTHROTTLES, LEVELING AT 5000 FT, MOMENTARILY ALLOWED IAS TO REACH 265 KIAS THEN MADE THROTTLE CORRECTION AND IMMEDIATELY SLOWED TO MAINTAIN 250 KIAS.
