Narrative:
Aircraft #1 was in handoff status from ZID. Data block showed FL370 down to FL330. Aircraft #2 northbound on J53 was at FL330 and other traffic at FL370 were a potential conflict. I was working the L37 sector (handoff position) and instructed the D37 position to have ZID stop aircraft #1 at FL350. Note: aircraft #1 in a descent and handoff. Iad was required to enter our airspace at FL330. During this time period, D37 requested the aircraft at FL350 and ZID said 'show it.' aircraft #1 came over and stated descending to FL350 with a clearance to cross 60 NM east of hvq at FL330. I stated to the radar controller that I heard FL330. I restated this and the developmental (trainee) said aircraft calling say again. I was off the frequencys and didn't hear the second readback. The radar controller and developmental assured me the aircraft was descending to FL350. The aircraft appeared to level off at FL350. Traffic was later called and acknowledged by aircraft #1. This aircraft did not question his clearance to FL330. Aircraft #1 also violated the 60 mi restr. ZID failed to give the required restr and/or altitude. (60 mi violates crossing the boundary at FL330). Failure twice to hear readback by respective parties. Readback was ambiguous.

Title: ZDC DATA CTLR EFFECTS COORD TO XFERRING ZID CTLR TO AMEND DSNDING ALT OF ACR INBOUND ON A STAR. ON INITIAL CONTACT THE DATA CTLR HEARS THE ACR CHK IN WITH THE ZDC CTLR WITH CONFLICTING RESTRS. THE DATA CTLR ALERTS THE RADAR CTLR, WHO IS GIVING TRAINING. THE ACR JET COMES INTO CONFLICT WITH OTHER TFC, DSNDING THROUGH COORD ALT.
Narrative: ACFT #1 WAS IN HDOF STATUS FROM ZID. DATA BLOCK SHOWED FL370 DOWN TO FL330. ACFT #2 NBOUND ON J53 WAS AT FL330 AND OTHER TFC AT FL370 WERE A POTENTIAL CONFLICT. THE RADAR CTLR AND DEVELOPMENTAL ASSURED ME THE ACFT WAS DSNDING TO FL350. THE ACFT APPEARED TO LEVEL OFF AT FL350. TFC WAS LATER CALLED AND ACKNOWLEDGED BY ACFT #1. THIS ACFT DID NOT QUESTION HIS CLRNC TO FL330. ACFT #1 ALSO VIOLATED THE 60 MI RESTR. ZID FAILED TO GIVE THE REQUIRED RESTR AND/OR ALT. (60 MI VIOLATES XING THE BOUNDARY AT FL330). FAILURE TWICE TO HEAR READBACK BY RESPECTIVE PARTIES. READBACK WAS AMBIGUOUS.
