Narrative:
Air carrier X, MD11, on vector to cvg runway 18L ILS final. Unidented VFR aircraft with mode C flying along boundary of cvg class C (5-7 mi from airport) back and forth across the final approach course just below the GS. The MD11 had to level 'high' until passing the aircraft. Without knowing the VFR aircraft's intentions, both the controller and the PIC were concerned about the midair collision potential.

Title: CTLR AT CVG STATES THAT AN MD11 CREW WAS CONCERNED ABOUT VFR TFC BELOW THE GS ON THE RWY 18L FINAL.
Narrative: ACR X, MD11, ON VECTOR TO CVG RWY 18L ILS FINAL. UNIDENTED VFR ACFT WITH MODE C FLYING ALONG BOUNDARY OF CVG CLASS C (5-7 MI FROM ARPT) BACK AND FORTH ACROSS THE FINAL APCH COURSE JUST BELOW THE GS. THE MD11 HAD TO LEVEL 'HIGH' UNTIL PASSING THE ACFT. WITHOUT KNOWING THE VFR ACFT'S INTENTIONS, BOTH THE CTLR AND THE PIC WERE CONCERNED ABOUT THE MIDAIR COLLISION POTENTIAL.
