Narrative:
VFR aircraft Y departed hao (hamilton, oh) to the southwest. The aircraft flew south on the runway 18R final, climbing from 3500 ft to 4500 ft, then turned clockwise to the northeast, climbing eventually to 5500 ft. Aircraft were inbound to cvg from the west, descending to 3000 ft from the south. One MD80 X passed within 1 mi of the VFR aircraft at the same altitude. The flight crew of the MD80 was able to identify the aircraft as a C172. There is too much volume and complexity in the cvg terminal area for ATC not to be in communications with both aircraft.

Title: CTLR OBSERVES NON PARTICIPATING C172 MANEUVER IN THE VICINITY OF FINAL APCH COURSE. TA ISSUED. MD80 PLT RPTED TFC IN SIGHT WHILE CONDUCTING THE APCH.
Narrative: VFR ACFT Y DEPARTED HAO (HAMILTON, OH) TO THE SW. THE ACFT FLEW S ON THE RWY 18R FINAL, CLBING FROM 3500 FT TO 4500 FT, THEN TURNED CLOCKWISE TO THE NE, CLBING EVENTUALLY TO 5500 FT. ACFT WERE INBOUND TO CVG FROM THE W, DSNDING TO 3000 FT FROM THE S. ONE MD80 X PASSED WITHIN 1 MI OF THE VFR ACFT AT THE SAME ALT. THE FLC OF THE MD80 WAS ABLE TO IDENT THE ACFT AS A C172. THERE IS TOO MUCH VOLUME AND COMPLEXITY IN THE CVG TERMINAL AREA FOR ATC NOT TO BE IN COMS WITH BOTH ACFT.
