Narrative:
Approximately 150 mi sse yyc, we were given the clearance 'air carrier X, pilot's discretion 12000 ft, yyc metering in effect, vucan at XA42Z.' we slowed down and began a descent. We crossed vucan at approximately 16000 ft and around XA39Z. Vucan is at 45 DME off of yyc. At approximately 40 DME off of yyc, edmonton center asked if we had entered holding. As we had received no holding instructions, we stated no, and asked if we had missed holding instructions. We were told to enter the hold right away, and that a 'metering time' was a holding clearance if we were going to cross vucan prior to XA42Z. We took 1 turn in holding and proceeded to yyc. We entered the hold at 35 DME. Nowhere in our operations manual for holding or operations in canada does it state that a metering time is a holding clearance. It also states that we should never accept holding without full holding clearance, including efc or EAC, inbound radial or 'published' holding pattern.

Title: A UNITED STATES BASED ACR CROSSES VUCAN INTXN NEAR YYC, AB, PRIOR TO THE 'METERING TIME' AS ISSUED BY CZEG CTR CTLR. CTLR THEN ISSUES A HOLD WHEN HE INQUIRES AS TO WHETHER THE FLT HAD 'ENTERED THE HOLD' AT VUCAN.
