Narrative:
While landing a BE90 at cgf in fog and ice temperature -3 degrees C I was advised by ZOB that the tower was closed and the last reported braking report was good by a truck. After landing the braking action was nil. Reverse thrust was problematic due to a sticking right brake. I elected to let the aircraft roll rather use reverse thrust. Upon reaching the end of the runway I applied brakes fully and slid 10 ft off the runway into the grass. Upon exiting the aircraft it was extremely difficult to walk on the icy pavement. Line service stated an ice fog condition rolled in after the tower closed and iced over everything. 2 factors led to this occurrence: 1) an inadequate and incorrect surface condition report. 2) brakes that are adequate on good surfaces are not on icy surfaces. Additionally, single pilot, IFR at night after 14 hours of duty time is not proper even for part 91 operations.

Title: PLT OF AN ATX BEECH 90, KING AIR, LOST CTL OF THE ACFT DURING LNDG ROLL DUE TO AN ICY RWY RESULTING IN SKIDDING OFF THE END OF THE RWY INTO THE GRASS.
Narrative: WHILE LNDG A BE90 AT CGF IN FOG AND ICE TEMP -3 DEGS C I WAS ADVISED BY ZOB THAT THE TWR WAS CLOSED AND THE LAST RPTED BRAKING RPT WAS GOOD BY A TRUCK.
