Narrative:
During a maintenance check of the propeller governor, the aircraft was taxied the full length of the runway. During the return taxi, the aircraft was accelerated to 80 mph, followed by a power reduction to idle. The aircraft could not be stopped on the remaining runway. Braking action seemed less than normal, excessive brakes were applied to see if the brakes would lock up. After a short skid (approximately 1 second) maximum braking was reached. The aircraft was too fast to stop and too slow to fly. An attempt to turn the aircraft was made. The aircraft went into grass and slid sideways into a ditch, where it received damage to the propeller and wingtips. Factors involved included: a light tailwind, a downhill runway (slightly sloping) and obstacles near the runway environment. Human factors included: perception of speed and braking action, judgement of wind and runway. Since there was no intention of flight, this was not reported as an accident to either the FAA or NTSB.

Title: PLT OF A C182 LOST CTL OF THE ACFT DURING A FAST TAXI MAINT TEST DOWN THE RWY RESULTING IN RUNNING OFF THE END OF THE RWY AND SKIDDING SIDEWAYS INTO A DITCH.
Narrative: DURING A MAINT CHK OF THE PROP GOVERNOR, THE ACFT WAS TAXIED THE FULL LENGTH OF THE RWY. DURING THE RETURN TAXI, THE ACFT WAS ACCELERATED TO 80 MPH, FOLLOWED BY A PWR REDUCTION TO IDLE. THE ACFT COULD NOT BE STOPPED ON THE REMAINING RWY. BRAKING ACTION SEEMED LESS THAN NORMAL, EXCESSIVE BRAKES WERE APPLIED TO SEE IF THE BRAKES WOULD LOCK UP. AFTER A SHORT SKID (APPROX 1 SECOND) MAX BRAKING WAS REACHED. THE ACFT WAS TOO FAST TO STOP AND TOO SLOW TO FLY. AN ATTEMPT TO TURN THE ACFT WAS MADE. THE ACFT WENT INTO GRASS AND SLID SIDEWAYS INTO A DITCH, WHERE IT RECEIVED DAMAGE TO THE PROP AND WINGTIPS. FACTORS INVOLVED INCLUDED: A LIGHT TAILWIND, A DOWNHILL RWY (SLIGHTLY SLOPING) AND OBSTACLES NEAR THE RWY ENVIRONMENT. HUMAN FACTORS INCLUDED: PERCEPTION OF SPD AND BRAKING ACTION, JUDGEMENT OF WIND AND RWY. SINCE THERE WAS NO INTENTION OF FLT, THIS WAS NOT RPTED AS AN ACCIDENT TO EITHER THE FAA OR NTSB.
