Narrative:
Tower and approach are closed XA00-XI00 local. I was arriving by car at XH30 to open the facility. I watched the aircraft taxi and take off without activating the pilot controled lights, no taxiway or runway lights. I have seen it before. No reason to believe lights weren't working. Not sure if the aircraft is part 121 or part 135, but no surface light seemed unsafe. Sunrise was an hour later.

Title: RPTR CLAIMS A PART 121 OR PART 135 OPERATOR HAS DEPARTED A NUMBER OF TIMES FROM THE ARPT WITHOUT USING RWY LIGHTS.
Narrative: TWR AND APCH ARE CLOSED XA00-XI00 LCL. I WAS ARRIVING BY CAR AT XH30 TO OPEN THE FACILITY. I WATCHED THE ACFT TAXI AND TAKE OFF WITHOUT ACTIVATING THE PLT CTLED LIGHTS, NO TXWY OR RWY LIGHTS. I HAVE SEEN IT BEFORE. NO REASON TO BELIEVE LIGHTS WEREN'T WORKING. NOT SURE IF THE ACFT IS PART 121 OR PART 135, BUT NO SURFACE LIGHT SEEMED UNSAFE. SUNRISE WAS AN HR LATER.
